The higher circles
The higher circles expresses Mills views about the existence of a central domain and its respective top officials which head power domains. According to Mills, there is a power that an individual has in proportion to the task he undertakes in these domains. Therefore, Mills is interested in getting the specific characteristics or the world-view of these individuals as they serve in the higher positions of the hierarchy in existing domains.
Mills has started with the situation of the early governance. It used to be decentralized and there was no form of correlation between domains in governance. Later, there was a formation of three centralized domains which are dependent on one another in various ways. These domains include; -economic domain, the political domain and the military domain. These are the divisions that characterize the existing governance of today. He explores the world-views of each of the highest caliber individuals. These world-views acts as the source of their strength as they lead in different social domain status.
He groups the following, the solitary rulers; these are men who are able to transcend the normal conditions of ordinary men and women. They are in charge of decisions that have major impact. He argues that, their failure to come up with a decision is in itself a failure of a greater magnitude than the failure of the decision they would have made. These people have a will that ignites their power to face hard situation with an aim of solving a problem. The next group is the middle leveled power professional politicians. These sit in the congresses and have powers of distracting public attention or a attract a great sensation to the people, or, fight to gain attention from those in powerful positions.The last group is the men of affairs. These have knowledge of the power of the elite, but they do not tell it. They have a number of theories and roles in how events progress. They seem to be uncertain of the role they play. Therefore, they act less acutely aware of their power.
According to his writing, Mills has sufficiently satisfied his arguments. He has brought forth strong points which expound the different world views of people in power, their perceptions and abilities to handle the type of assignment they have. Therefore, he sufficiently substantiated his claims of the existence of different characteristics in different domains which have different world-views.
